[tex-live] TexLive 20070128 doesn't work well under Win32

TEXMFSYSVAR is *not* set/used under win32, as we do not have
-sys variants of programs (updmap-sys etc.).

Have you installed CJK package? It is not included in the default medium 
scheme...
