It seems to me that the package magyar.tpm and its contents could be removed from TL as it is part of Babel these days. It should then also not be referenced anymore in other tpms. The magyar.tpm package only contains doc stuff in texmf-dist/doc/ latex/magyar (erroneous README, outdated magyar.ldf) G
