Just to reiterate, as things stand, we can't arbitrarily make up tpm
names.  TPM names = directory names.  A new tpm implies new directories.
(Not saying it's an obstacle, just saying.  A directory named
"URW-direct-obsolete" does not sound too appealing.)

At first glance, your proposals seem reasonable, but unfortunately,
there's no conceivable way I can even begin to think about all this
within the next couple of days, or, more than likely for the final TL
release this year.  Maybe next year.  Sorry.
