you may not, and my users may not (each has admin access to their own
machine).

however, users of the (very large) set of workstations that this
university provides to all and sundry *don't* have admin access to the
tex system that's built in to their set of applications.  users of
such systems may reasonably want a personal version of the various
commands, which implies a -sys version under windows too.
