[tex-live] How complete are the tpm's?

i don't think that was the question.  rather, is there a format
specification, like (for example) the  heavily-commented dtd for the
tex catalogue?

fwiw, i find tpm files moderately easy to understand, but i would not
be surprised to learn there are subtle features i'm missing.
