Sigh.  Nothing's ever easy.

    have /libs/ncurses in the TL tree. But without the -dev package  
    installed, I get errors building texinfo. I don't plan to investigate  

Texinfo does not attempt to use curses from the TL tree, as I've never
cared enough to configure that in.  It should work with virtually any
system curses or termcap or whatever.

(Personally, it's not clear to me that including Texinfo in TL serves
much if any purpose, but when I suggested removing it others didn't like
the idea, so fine, whatever ...)
