[tex-live] 8g encoding

IIRC, a longer time ago I asked you to accept `8g' encoding for groff,
and you agreed.  I assume that you've updated your local copy of
variant.map, but you haven't installed it in TeXLive.  Is this
intentional?

A similar thing is `8v' encoding, still marked as `to be defined'.
Reinhard has already added a lot of Vietnamese fonts ending with `8v',
and which use T5 encoding...
