Why not? Is there any other reason than lack of volunteers who could help?
That is the only reason. If there is anyone or any group who can build
TL for OS/2, that would be all to the good.
I do not know whether subversion for OS/2 exists,
Google for subversion os/2 turns up some likely-looking links.
