No, first of all also here pkg-tex has to be replaced by debian-tex.
But even that doesn't work;  I am not sure whether checking out via http
is supposed to work at all.  With the svn method it works:

svn checkout svn://svn.debian.org/svn/debian-tex/texlive

(note that wsvn must be changed to svn here).
