[tex-live] texk/web2c patches for xetex

To support building xetex, a few of the "shared" source files in texk/ 
web2c need some changes; in particular, there are changes in:

	texk/web2c/lib/texmfmp.c
	texk/web2c/texmfmem.h
	texk/web2c/texmfmp.h
	texk/web2c/texmfmp-help.h

The xetex changes are controlled by an #ifdef XeTeX conditional, so  
they should have no ill effects on the other programs that use these  
sources. However, before checking-in any code, I wanted to offer  
people the chance to see the proposed patches; see the attached diffs  
(based on revision 1686 from Subversion). If there are any concerns  
that this may break other things, please let me know.

(Most of the xetex code is in a separate directory that will be added  
within texk/web2c, which should have no impact on any other programs.)
