You should only need fontconfig (with headers) installed; freetype2  
will be built within the TL tree by default (and I'd recommend  
leaving it that way, as many distributions have older versions). If  
fontconfig is installed under some place such as /usr/X11/ 
{lib,include}, the configure script now supports the use of --with- 
fontconfig=/usr/X11 to locate it.

For Freetype2 (and the ICU libraries, also used by xetex) you do need  
to be running a fairly up-to-date GNU make.
