    and ins and running latex over the ins, right?

We do the latter -- copy dtx/ins from CTAN and run latex over them (via,
mostly, Sebastian's Build/cdbuild/ctan2tds.pl script).  We have to,
since CTAN does not generally provide the generated sty/cls/whatever.
