The idea is for texlive-* to be a complete replacement for
teTeX, for those who want a finer-grained TeX setup. Its packages would
include the necessary Provides and Conflicts to make sure
they and teTeX would not co-exist. That said, its silly
for teTeX and texlive to duplicate complex work on configuration. Hence
Norbert's discussion.
The texlive-* Debian packages are the TeX Live "collections", no
more and no less. Any adjustment to their contents would/will be done
by adjusting the TPM definitions of the collections. Most of the necessary
work is done already.
