[tex-live] bibtex8

    Was the problem with bibtex8 not finding any files ever solved? 

When I run  bibtex8 sampleart  on the trivial TUGboat sample file
(http://tug.org/TUGboat/sampleart.ltx), it finds plain.bst and
tugboat.bib, but that is on GNU/Linux, with the current bibtex8 binary
for TeX Live.  I can't speak for other platforms.

Can someone with a Windows or Mac box try it, please?  If it fails and
the problem is not obvious, set the environment variable
KPATHSEA_DEBUG=-1 before running it, and send the resulting (voluminous)
output.
