So it seems.  I can't find any explicit definition of that license
either, but nothing on the Adobe site would imply it's free, quite the
contrary, as you reported.

    - fetch the pdfdde sources (from the TL source depot)
    - compile and distribute pdfdde.exe?

It seems we will have to delete it from TL :(.
