Bummer. Thanks for spotting this. I have tested many combinations, but
this one I left out. Funny enough, today morning I started to write some
automatic test procedure that should test all installations, but that
isn't ready for now.

eplain.ini is in texlive-formats-extra, while the fmt definition is in
texlive-plain-extra. This is an upstream perforce bug I will fix in
debian (and upstream).
