Renaming manual.pdf to <package>.pdf is not a good idea because
<package>.pdf clashes with "pdflatex <package>.dtx".  Heiko described
this problem a few months ago and provided some solutions.

It's not that easy because texdoc doesn't use a database but depends
on filenames (unlike texdoctk).

This problem can only be solved by a file system standard for
documentation files.  As Heiko pointed out, we need directory names as
well, for instance

    geometry/geometry.pdf
    geometry/manual.pdf
    geometry/example1.tex 
    geometry/example1.pdf 
    geometry/example2.tex 
    geometry/example2.pdf 
    geometry/geometry.xml

where geometry.xml provides some meta information which can be used by
texdoc, but also can be used to create the texdoctk database.

In TL there are many files which cannot be accessed by texdoctk yet.
A structure like

   texmf/doc/<language>/<category>/<package>/<some files>

or

   texmf/doc/<category>/<package>/<language>/<some files>

would be very helpful.  And it's almost impossible to make
documentation which had been translated into many languages available
in texdoctk.

I think that it is reasonable to create the texdoctk menu dynamically
depending of the value of $LC_LANG.

Shouldn't we work out such a file system standard for documentation
before TL-2006 development begins?
