I agree that ifpdf is "required". However, ifpdf is not just a
LaTeX package, but it can be used by plain TeX users, too.
Some weeks ago Thomas Esser forwarded me the problem:
| because some plain TeX users might want to remove tex/latex from the

Therefore Thomas and I agreed to put such packages of mine into
TDS:tex/generic/oberdiek/
Together with Martin's idea the best place would be
TDS:tex/generic/required/...
but this doesn't exist. Perhaps not too bad, because each has
different ideas about what is "required".
use in hyperref

I could use it in hyperref, without driver option hyperref
checks for pdfTeX in pdf mode. But I don't know whether this
is a good idea. Anyway it would put another argument for
TeX distributors to include ifpdf.
documentation

That is an easier issue, converting it to dtx format and
provide better user documentation.
