    With other words, it seems that I have to update hbf2gf.1 in both
    source.development/ and texmf/doc/.  Is this correct?

Yes.

In general, there is no automatic update from the result of "make
install" (which goes into source.development/Work/inst) to the actual
live tree (texmf).  I have stuff that checks the two for
incompatibilities, though mistakes would (as always) not surprise me.
