FWIW, the way I build on IRIX is that I remove all the directories
stuff gets installed to before doing the 'make world'.  Then I copy
the installed binaries and links into the Master tree.

As part of this, a fmtutil.cnf derived from TeX/texk/web2c/fmtutil.in
gets installed in texmf/web2c before the formats are generated.  The
"official" texmf/web2c/fmtutil.cnf contains a line for utf8mex, which
is missing in fmtutil.in in the source tree.  (There are also some
gratuitous whitespace differences.)
