[tex-live] Including recent versions of packages

When testing the TeXLive 2004 test version I have noticed that many
packages are outdated. Is it planned to go through CTAN and include recent
versions of the packages before releasing the final version of TeXLive?

For example, TeXLive includes
- numprint 1.13 of 2004/04/01, the current version is 1.32 of 2004/09/13,
- babelbib 0.44 of 2004/01/06, the current version is 0.45 of 2004/04/21.

Sebastian, does the procedure using the target texlive: in the Makefiles
work as expected?
