[tex-live] jadetex compatibility with TL2003

The current pdfjadetex.ini has

\input pdftexconfig.tex
\input jadetex.ltx
\dump
\endinput

which makes it incompatible with TL2003. (It is one of the few things 
in my dist that break with new stuff in the old setup). I maintain the 
old setup next to the new because that speeds up adaptation (people are 
more willing to use something if they know they can get a working 
situation by going back.

I was thinking about adding an empty pdftexconfig.tex somewhere in the 
TL2003 setup. This works. Any bad effects to be expected?
