[tex-live] Code freeze?

I have integrated source with source.development, and made a new source 
archive
in Master.

So far as I am concerned, we should now consider everything frozen.
No additions or features, just

 - new set of binaries all around for pdfetex
 - bug fixes in packages and collections
 - documentation
 - installation systems

I don't intend to update any packages in the texmf tree unless
they are purely documentation, or fix very bad bugs,
or if their authors pay me lots of money.
