So, the result is, \pdfoutput ends up being defined in pdfetex-based
latex in gwTeX?  That is indeed like teTeX.  So that is fine/your
choice, and the input file will have to be fixed.

Problems like Ralph's are exactly why we chose to do the pdftex-dvi
thing for TL, to retain compatible behavior with umpteen years of
existing files.
