probably this behavior occurs because we switched to pdfetex as our
engine for latex (and because of some unportable code which tests for
\pdfoutput in egpubl_SM.cls).

but, my testing with TeX Live 2004 does not show this error. I suspect
that your latex format file was not generated properly (i.e. via
fmtutil, without pdftex-dvi.tex included).
