I also have agreed with Thomas that "most people" do
not need TEXFORMATS = .;$TEXMF/web2c/{$engine,}//.
However, ConTeXt people are using e.g.,
$TEXMF/web2c/aleph/cont-en.fmt,
$TEXMF/web2c/omega/cont-en.fmt,
$TEXMF/web2c/pdfetex/cont-en.fmt.
I think Olaf had introduced $engine just to distinguish
formats in that cases.
