I also hope that was agreed and, in fact, already adopted in TL depot.
Also texmf.cnf entries follows that.

Unfortunately I cannot find modified draft for the TDS documentation.
We need it urgently anyway _before_ teTeX and TL releases, just for
explaining the users what was changed and why.
