I'm not clear on what the choices are, and pros/cons of each.  Can
someone explain, briefly?

What I do know is that last year we had a last minute foofaraw because
standard Latin 1 characters were getting translated to ^^ notation,
which is why cp8bit.tcx got created in the first place.  It would be
good to avoid that this year :).
