[tex-live] Source .development patch

I have submitted a long patch to source.development. There is the new
afm2pl tool and the aleph (eomega replacement) engine. Please check what
is missing to compile this stuff under unix.

Should we remove eomega completely from all tools ?

Also could we get rid of the *ini* and *vir* binaries from the depot ?
It makes sens to remove them only if nobody will upload them up again.
