Anybody can, but do such packages actually exist, or is it hypothetical?
texmf/tex/csplain/<foo> and the TDS allows it too. How do we get out
of the mess in that case ?
That is precisely the reason the TDS recommends putting the basic format
into a `base' subdirectory.
