I *know* that this is the consequence of some stupid decisions of
| authors of TDS, because they put out of mind: "the power is in the

| simplicity".

Then argue  it with the TDS list. Don't blame TeX Live for implementing
the  standard!

I tend to disagree  with you, actually. Simplicity is predictability. If 
you know
that *.tex files never  occur directly inside texmf/tex/<format>, then
you have a simple, powerful, system.

I  can't believe that more than 1 or 2 people a year ever look at these 
files :-}
(as opposed to using them, of course)
