Obviously ChangeLog is a superset of NEWS, but I fear "easily" is a
wild overstatement.  Looking at the ChangeLog of large packages, such as
gcc, emacs, gdb, and so on, even groff and texinfo for that matter, it
is far from obvious to me what any particular change means or doesn't
mean to users.  It's really two different viewpoints.

Anyway, my main thought was that a NEWS file, being a lot simpler and
smaller, would be more likely to actually happen.  And it would have
actual utility right now, namely in writing the documentation.

In practice, there's no way we're going to get a ChangeLog until we are
on cvs, unless we can set up an automated perforce->ChangeLog thing.
