[tex-live] autoconf hell

While the godlike Thomas Esser is on holiday, who else is an 
autoconf expert?

utils/lcdf-typetools has a configure.in which does not work 
with autoconf 2.13 (it has macros unknown to that). So I run 
autoconf 2.59. but that does not like our autoconf stuff:

I hate this stuff more than I can possibly express!

can I dump line 18 of acsite.m4?
