[tex-live] qx.enc added to base set

As people asked for that (Hans, fontmen), I've added
texmf-dist/fonts/enc/dvips/base/qx.enc
this is a generic qx.enc used for many fonts.
Karl, do you want to include the documentation to fontinst?
If so, http://www.gust.org.pl/fonty/qx-einfo.html
I can also send plain text file.
Thomas, can you add qx.enc also to teTeX?
