We've always used texmf-var for this.  I wasn't aware we intended to
change it.  Thomas?

    stuff (config files and formats) in texmf-var/, leaving texmf-local/
    for user's macros&fonts.

Exactly.  That's how I wrote the TL documentation, too.  I think the
distinction is a good one.
