[tex-live] install-tl.sh from iso

I've just built the iso image after last changes (5137) and started
testing installations on linux:

sed: can't read /usr/TeX/texmf/web2c/fmtutil.cnf: No such file...
the same with texmf.cnf

as a result texmf/ and texmf-dist/ contain only (incomplete) configuration
files, no binaries, macros, fonts, etc. :(
Seems that temporary list of packages to be installed is removed before
unziping (?)...
