      kpsewhich --release

Please don't invent a new option.  If the information is to be supplied,
I strongly urge that it be added to --version.  That's what --version is for.

    That way tools can quickly test for the state of features.

It would be nice, but I really doubt it would ever be reliable.  No
program on earth does it this nicely, to my knowledge.
