[tex-live] kpse version and feature request

Hi,

When trying to implement something downward compatible i found out that

  kpsewhich --version

is not that informative:

  kpathsea version
  Copyright (C) 1997 - 2002 K. Berry & O. Weber.
  There is NO warranty.  You may redistribute this software
  under the terms of the GNU General Public License.
  For more information about these matters, see the files named COPYING.

it looks like something gets lost as well as that we're still living in 
2002 -)

Also, is it possible to have something

  kpsewhich --release

which report a number which increments with each major change for which 
we can make a list, like:

release       feature

2004.05.12    new texmf.cnf with enc/map paths
2004.05.13    --texmfscripts
2004.05.28    --8bit
2004.05.29    $engine

That way tools can quickly test for the state of features.
