Exactly.

You only need to generate the 2 jigdo files : 
- .jigdo [ contains metadata : URLs, offsets, md5, etc ]
- .template [ zipped, contains everything that isn't in the .jigdo ]
Then, you only need to make the 2 files available [ and maybe distribute 
the .jigdo URL ;-) ]
