My opinion is that you mix up the whole thing. If you look at the
_Pascal source code_, it is only a matter of knowing if you decide to
write a byte as-is (which I advocate) or using some silly ^^ notation.
There is no encoding problem neither locale problem in this.

If you want to do some translation before writing or after reading, this
is your problem, but the process shouldn't be made more messy than
needed.
