[tex-live] Political showstopper

One last point before I go to bed and read a good book 
(not about TeX) - Karl is right that this issue
should not affect the release of TL2003 in any way,
apart from possibly making the top-level files
more explicit. 

as regards the "technical showstopper", I simply
confess that I don't understand the issue, and
probably never have in the past either. I leave
it to cleverer people than me to decide what to do.
