    It is already a note that DVD contains CTAN snapshot.

Sure.  But that says nothing about directory structures.
(I deliberately wrote it that way, in fact.)

ctan/ and texlive/ can be siblings and that statement in tldoc would
still be correct.  And making them siblings will make the separation
clear.
