    I didn't find any notice when TexLive8 will be released.

There is no official release date, and there are several releases
anyway.  Most likely sometime in May or June.

    gbib http://gbib.seul.org/ a BibtexManager for Linux or 
    BibTexManager for Windows http://www.imamod.ru/~vab/bibtexmng/. For 
    designing tables http://www.g32.org/latable/ is a good gui. For Linux I 
    prefer using Kile
