Yes, TeX Live CD contains LaTeX and much more and NTEmacs Windows port.
I thing you can obtain the CD from TUG or any local users group.
Quite exactly the same stuff for windows can be also dowloaded
from CTAN, e.g.
ftp://ftp.dante.de/pub/fptex/current/
