[tex-live] .map and .enc files changes

cleaning up texmf tree 
1. I removed
texmf/dvipdfm/base/*
obsolete, not referenced, we use teTeX's approach, change 2953
 
2. added ready made by updmap texmf/dvips/config/*.map files, (#2954)
   I think that such files should be always regenerated on Master
by the way, I hope that for csfonts such notation in dvipdfm.map
can also work:
csb10
csbx10
...etc.

3. texmf/tpm/packages/texlive.tpm changed, following 2953 and 2954 (#2955)
