[tex-live] couple of problems

Reported by Daniel Flipo, live from EuroTeX :
- latex switched from tex to etex, but then language.dat should switched
to language.def, with a different syntax :-(
- I fixed Master/texmf/tex/latex/basepreload.cfg because its first lines
were:

//depot/Master/texmf/tex/latex/base/preload.cfg#2 - edit change 1377 (text)

First one obviously unwanted.
