it isnt on texlive.dante.de any more. there is no
synced copy of it there (just the master), so its better if
tug.org has it

yes. the stable release is the CD image. anything else is subject to
change at any time... ie I would not want people relying on Master/texmf
is a production tree. I *could* maintain a complete parallel
development texmf tree, and leave the main one as stable, but I am
not altgether convinced its worth the hassle.
