[tex-live] Can anybody remember what timestamps texinfo needs?

texinfo in the repository is again not compilable (modtime is set) on 
systems without the autoconf texinfo wants you to have. Something with 
timestamps on the files. I cannot recall what it was (if I ever knew it 
in the first place). I think change 2611 did this once in the past, but 
the log does not explain it.

So, the ******** texinfo problem is back *again*. Can someone help me 
and tell me what files to touch in what order to make sure texinfo just 
configures and compiles?
