[tex-live] anon ftp access to TeX Live perforce

At my site, I find that

	ncftpget ftp://sun.dante.de:6666/Master/texmf/web2c/texmf.cnf

hangs for a very long time, then starts to get a connection

Data connection timed out.
texmf.cnf:                         ETA:  16:39    0.00/ 20.79 kB    0.00 B/s
-

but never transfers anything.

If I use ordinary ftp, then I can get the file easily:

	ftp sun.dante.de 6666
	...
	Name (sun.dante.de:beebe): anonymous
	...
	cd /Master/texmf/web2c/
	...
	get texmf.cnf
	...
	21823 bytes received in 0.45 seconds (47.16 Kbytes/s)

If I use wget, the file comes over quickly, but the connection
does not break.
