You can't. Users who just call fmtutil will get an error. Running
texlinks after fmtutil is required (that texlinks will set the
symlinks according to the engine in fmtutil.cnf).

BTW: running texlinks is disabled in texconfig if version='TeX Live',
so please reconsider that.
